There's probably a real, nitpick-y definition somewhere, and someone out there may even bother to look it up, no problem, but to me this is a fast-becoming-rare condition where the person in question suffers excruciatingly according to Murphy's Law, which states that if something can go wrong, it will, and in this person's case this applies, inevitably, within the context of machines like computers and printers: when said person has just finished a really long e-mail and is about to click send, or she has just beaten the deadline and is about to click print, then the Internet or the printer (or whatever gadget it is that should be doing the work) will choose that very moment to frack up.
